Biography:
Retired from The Ohio State University where I served as the University’s Budget Director and taught and conducted research for the Glenn Institute of Public Affairs in the Public Management Program. Specific activities, awards and publications included:
- Developed and taught master’s classes in administrative law, policy formulation, policy implementation, budget, capital finance. and strategic budgeting and advise students on the choice, development and presentation of their policy paper
- 1997 Outstanding Teaching Award
- Co-authored: Case Studies in Public Budgeting and Financial Management, “Revenue Forecasting” Kendall/Hunt and What Would A Balanced Budget Amendment Mean For Ohio, Twentieth Century Fund
- Created and delivered a financial management seminar for undergraduate, in-career, public administration students
- Developed and taught USAID funded, Financial Management Seminars for Government of Belize financial officers and accountants.
- Directed professional development and training program for public sector employees
- Identified and developed cooperative training, consulting, research and service ventures and student internship opportunities connecting the School and government agencies
- Supervised program staff and developed and monitored program budget
- Developed continuing education programs for the Ohio City Management Assoc.
- Analyzed the economic impact of the University on Ohio, The Ohio State University Economic Impact Statement 1995.
- Developed programs for government practitioners including: “Budgeting by Objective,” training for municipal program managers and “Budgeting” and “Economic Development” forums for newly elected state legislators
- Analyzed the economic impact of the University on Ohio, An Investment in Ohio’s Economic Recovery and Future Growth, 1992
- Developed and taught master’s level classes in administrative law, policy formulation, financial management, budget and capital finance and advised students on choice, development and presentation of policy papers
- 1992 Outstanding Teaching Award.
From 1983-1991 I served in the Office of Budget and management of The State of Ohio. Specific activities and
responsibilities included:
- Director, Office of Budget and Management and member of the Governor’s cabinet (1987-1991)
- Developed and implemented the financial management and control systems for the State
- Prepared and monitored implementation of Ohio’s $44 billion operating budget and $1.3 billion capital budget
- Managed the state’s revenue forecasting process and reviewed agency estimates of future operating and capital expenditure
- Advised the Governor on financing options, costs and savings associated with program and capital proposals
- Spokesperson for the Governor on financial matters, dealt with the press, rating agencies, the legislature, federal and local government agencies, and interest groups
- Directed 112 employees and managed the office’s operating budget
- Oversaw the development of the State’s new central accounting system and the conversion of all state agencies to the computerized system
- Responsible for the State’s first comprehensive annual financial report (CAFR)
- Served as Chief Legal Counsel for the Office.
- Reviewed funding proposals, transfers of funds, contracts, capital expenditures and other transactions to ensure compliance with the applicable law
- Drafted proposed changes in the law regarding financial transactions.
